I was recently turned onto an application called Particle Illusion.  It's a fantastic application for easily generating beautiful effects.  The greatest part is the ability to export a PNG sequence, making integration into WPF a breeze.  You still have to write some code to support a sequence animation and maybe I'll post a user control later on.
